Sorry this was a day late, but you will waste a trip down to EIP. Nick does great work, so you may be able to get him to do something after hours, but they probably wouldn't except the work. Nick I belive is their Tint guy. I belive he owns his own company and just uses EIP as his store front.
You may also want to try any graphic/sign shops. I know there is one off of John Street in westminster, but I think they just make them, not install them. I also know of a place on Reisterstown road, right by the "COW" that frozen custurd place across from Franklin Middle. You may want to try them out as well..
